I'm looking at buying an iPad 2 64gb wi-fi from ebay. It's for $530 with shipping (it costs $699 originally, new). It's an awesome deal, I believe. It's not new, it says:

I'm not sure about this, though... it doesn't comment about the screen's condition, so that's what I'm looking at, at the moment. Should I wait for a better deal, with a better condition in the 32gb range? Or is this too good to pass? I need advice!

It's not an awesome deal at all. You're assuming device functional risk. You're assuming transaction risk. The device is scratched and scuffed. In exchange, you're saving 24%. It would not be worth it to me -- not enough discount.
Further, here's another consideration: Do you really need 64 GB? Unless you have to load it up with a dozen plus videos at a time, you're not going to need that much storage. I'd buy a brand new 16 GB iPad 2 for $30 less (includes shipping) before I'd go for that used 64 GB iPad 2 from a stranger for $530.
