Actually the 16gb 3GS has come down by 50% in price and is only $99 on a 3 year contract

Answer:
Yes you should...if you can't afford the iPhone 4.
You can get the iPhone 3GS 16GB (which I have got) and then update it so that it has got the IOS4 software update which gives you quite a few of the features that the new iPhone 4 has got.
For example, the IOS4 update will give you multitasking feature, zoom on the camera, folders for your apps and many more!!
